Hanover Township Unanimously Extends Affordable Housing Controls Over Developer Objection

Hanover Township votes 5-0 to extend affordable housing controls at two developments. The Township Committee adopted Ordinances 25, 26, and 27 of 2026 at its June 11 meeting, extending affordability controls at Sterling Park Apartments — which holds 64 affordable units within a 317-unit complex — and at the Metro West senior housing development. Attorney Craig Giannetti of Davie Pitney, representing owner TR Sterling Hanover, LLC, formally objected, arguing the 2001 affordable housing agreement requires consent from all parties including third-party beneficiary Fannie Mae and that a unilateral extension amounted to an unconstitutional taking: "We're saying they can't unilaterally do it, particularly without just compensation." Township attorney Fred countered by citing the agreement's "at least 30 years" language and the state's fourth-round affordable housing rules.

The committee also introduced Ordinance 28-2026 authorizing up to $85,000 in change orders to AB Contracting, LLC, for the Bee Meadow splash pad project, and approved a total bill payment of $8,070,721.92.
