Hanover Township adopts four ordinances, introduces $2.3 million bond for capital repairs

Hanover Township swears in two officers, promotes a sergeant, and earns its fifth state police accreditation at its May 14 meeting. The four-member committee — Mayor Gallagher was excused — also adopted four zoning ordinances including a land use measure relaxing development requirements in the IB3 commercial zone near Hanover Avenue, then introduced a $2.3 million bond ordinance on a 4-0 vote to fund deferred capital improvements including HVAC repairs, police dispatch upgrades, and road paving. The bond is designed as a short-term bridge, with repayment expected from the roughly $3 million proceeds of a tax sale certificate on a contaminated property.

Separately, the committee introduced two ordinances to extend affordability controls on approximately 99 rental units in the Metro West and Sterling Park developments, a move officials said could shield the township from having to produce nearly 600 new multifamily units under state housing mandates. Harry Delgado of the New Jersey State Association of Chiefs of Police Accreditation Commission told the committee that fewer than 3.6 percent of eligible New Jersey agencies have achieved accreditation five times, calling the Hanover Township Police Department "a highly professional and committed agency."
